Metro certifies Small Business Enterprises, Disadvantaged Business Enterprises, and Disabled Veteran Business Enterprises. Certified firms are listed in Metro’s vendor directory, where primes look for subs that count toward contract participation goals.
Metro’s CDBP helps certified SBE/DBE/DVBE contractors qualify for and win Metro construction work: bonding support up to $250,000 or 40% of contract value (whichever is less), collateral support for bid/performance/payment bonds, plus estimating, bidding, and business development training. Free to eligible firms.
Registration on Metro’s vendor portal (business.metro.net) is the baseline for visibility on Metro solicitations.
Certified through DGS on the Cal eProcure portal. State-funded Caltrans work carries a 25% small-business participation goal, and SB-certified firms get a 5% bid preference on state contracts. SB-PW is the public-works flavor relevant to construction trades.
Federal-aid transportation work (most big Caltrans and Metro capital projects) uses DBE goals — Caltrans targets 22.2% DBE participation on federally funded contracts. DBE certification runs through the CUCP, separate from the state SB certification.
5% DVBE participation goal on state work. Applies only if AMR qualifies as disabled-veteran owned.
Caltrans lets certain smaller public-works construction contracts move through streamlined processes for certified small businesses (minor public-works contracts run under Cal eProcure), plus District 7 (LA/Ventura) runs dedicated small-business outreach: bid-matching events, meet-the-primes sessions, and mentor-protege support.
